Im guessing Nvidia when they install the graphics card drivers didnt put the right permissions on for the user account but as you can see its easily rectified. When I reran photoshop I didnt have to fart around with any other settings like the opengl stuff id been trying for a bit. This might also be the solution the the 64bit same issue to.
